Reading PB Data Matrix code

Here is the situation - I ordered an item online, but the package sent

A. Did not arrive to me, and

B. Was not the item

The seller states they had everything correct, and sent the item. The mailing label has Pitney Bowes listed, and has a Pitney Bowes Data Matrix box on the upper right corner, and looks like other labels from packages I received.

I wanted to see if it was possible to decode the matrix box to see origin and destination addresses, or see who may have purchased the postage, hoping it could show some sort of fraud. I would think its possible, but the only program I could find only seems to decode QR codes, and I do not have a smartphone to try other programs. Can PB decode this for me?
